Cement from Dai Viet supplier to build new rural transportation: Focusing on supply and use

Implementing the decision and regulations of the Provincial People's Committee on cement support mechanism to build rural transport period 2014 - 2015 in the province, the Department of Transport is the focal point responsible for cement supply to 33 communes located in The area is supported with the amount of 30,253 tons / 136.7 km of road. This support is very important. Because, the above localities have completed 11/19 criteria for building a new rural commune, so it is classified as priority cement support in the first phase. Among 33 communes supported in this phase, Pho Hoa commune (Duc Pho) did not participate. The remaining 32 communes receive cement, the actual implementation is facing many obstacles and difficulties such as Hanh Minh (Nghia Hanh). Up to March 27, the actual number of Hanh Minh cement received was 56 tons but it had only made 300m of road.

People in Nghia Lam commune build rural roads from cement sources supplied by Dai Viet Trading and Investment Joint Stock Company.

A number of other communes are also in the same situation, but the reason is that local people are in the process of implementation due to their inexperience, so the unreasonable volume calculation leads to the actual volume and the received volume. difference, not enough cement to do. Besides, many localities registered to receive a large number but the preservation was sketchy, so the cement could easily be broken when not used up. For example, Nghia Hoa commune (Tu Nghia) received a lot of cement but it was not well preserved and was reminded by the inspection team of the Department of Transport.

According to Mr. Nguyen Chi Thanh - Chairman of Nghia Hoa Commune People's Committee, most of the cement received by the commune is then transferred to the villages and sent to people's houses, so the management is still inadequate. "As soon as the Department of Transport reminded, we instructed the villages to buy canvas to cover carefully" - Mr. Thanh said.

According to the report of the Department of Transport, the supply of cement is divided into 3 phases. Up to now, 20 communes have been supplied about 4,200 / 8,000 tons, accounting for about 52% of the first phase plan. In April and May, the second and third phase will be allocated.
The appearance of rural transportation in Binh My and Binh Son communes has changed markedly after the implementation of rural concrete roads by the locality.
Mr. Mai Van Ha - Head of Infrastructure Division - Department of Transport said that besides the unreasonable calculations leading to not consuming all the cement received, in the middle of March, the weather was on. The province has heavy rain, the water level of the rivers is so heavy that people cannot exploit sand to make roads. In addition, the supply of cement meets a number of difficulties so the volume is not satisfactory.

“So far, localities have made 16km / 136.7km of rural concrete roads. Among the districts, Tu Nghia is the locality that receives the most cement support with nearly 8,000 tons. If the weather is favorable, from now until the rainy season, localities will use all of the above cement, ”Mr. Ha said.

The promotion of concrete of rural roads is extremely necessary for the communes to gradually fulfill the criteria in the goal of building a new rural commune. The whole province has 184 communes, wards and towns but so far only 33 communes in the area are provided with cement. While many localities in 32 communes are concerned about not being able to use all the received cement, many localities outside the list are eager to receive cement support to build roads.

According to Vo Thai Truyen - Chairman of People's Committee of Nghia Thang Commune (Tu Nghia), the commune has only reached 8/19 new rural criteria so it is not among the communes supported with cement, while the need needs support. Cement for making roads is huge. “Currently, the whole commune has nearly 70km of inter-village and communal roads, but so far only 13km of concrete has been built. The commune is looking forward to supporting cement for making concrete roads, contributing to achieving more traffic criteria so as soon as possible ”- Mr. Truyen said.
